I don't know if I'd use the word downgraded, but some areas apparently look "subjectively better than others."

Should run pretty close to max. 

A Intel i7-4790, 16 GB RAM, Geforce GTX 980 system runs the game at 1080p/60fps Ultra settings nearly all the time

-RAM isn't likely to make any big difference, but maybe. 
-The 970 is pretty close to a 980 usually. 
-Your CPU is where there might be more issues to be honest, but even there.  I suspect you'll get good results regardless.

To tell you the truth, The Witcher wasn't really anything spectacular, it was a solid looking title.  With that said, these screens look pretty bad.  Maybe the console versions?

The Witcher 2 was one of the best looking titles of its time though
