The same thing as you, but I have a 2 - 3 credit gap that I could fill in for my course load.

Well for game development html isn't really that useful. It's a coding language not a programing one.

However it's a nice skill set to have and the "design" aspects of it certainly help with game UIs.

Will the class cover PHP?

This is what the description gives me:
Development of web pages using HTML and Cascading Style Sheets. Introduction to XML documents and XHTML standards. This course involves extensive hands-on experience.

Maybe, your "Eh" sounds very unconvincing. 
Otherwise I was looking at EGR 105 or 201. 
105 doesn't seem as interesting as 201, but 201 doesn't transfer to my next school. 
Or not take another class and leave it as is.

No, I just want to have fun. 
In the same way I don't want to be a chemist, I would take Chemistry because I'd like to have the class.  Learn something, have some fun.

Engineering is not that fun at the lower level.
