I added all the scores by hand. May have made a mistake here.  Then made a formula.
Took x=90, 91, etc
Y= is the number of reviews

Then I took 99.51 (so not consistent), assuming MC would round up.  Which might be false.

(9354+100x)/(105+x) = y
x is the number of reviews, 100 is the perfect score, 105 is how many reviews there are.  The y is the resulting score.  
y(105+x)=9354+100x
105y+yx=9354+100x
105y-9354=100x-yx
105y-9354=x(100-y)

(105y-9354)/(100-y)=x  
If y = 90, x = 9.6 -> 10 reviews
If  y= 91, x = 22.33 -> 23 reviews
If  y= 92, x = 38.25 -> 39 reviews
If  y= 93, x = 58.71-> 59 reviews
If y = 94, x = 86 -> 86 reviews
If  y= 95, x = 124.2 -> 125 reviews
If  y= 96, x = 181.5 -> 182 reviews
If  y= 97, x = 277 ->  277 reviews
If y = 98, x = 468 -> 468 reviews
If  y= 99, x = 1041 -> 1041 reviews
If  y= 99.51 ->100, x = 2233.78 -> 2234 reviews

Horizon is now around the middle of the all time 89s, its crazy how much its gained with the last dozen or so reviews.

It's not going to get many more reviews so it would need pretty much all of them to be 100 at this point

Most games get like 80 reviews.  

100 reviews is probably something only like 10 games have ever gotten.

Nah, I doubt that honestly, multiplats don't have all of their reviews on one platform, maybe that's misleading you. I'm sure finding 10 games with over 100 reveiws on metacritic would be pretty easy.

Edit: It may have been rarer last gen, but there seem to be more critics on metacritic nowadays.

There's a lot of new reviewers, this gen.  

Neither of the Super Mario Galaxy games, Uncharted 3, and most last gen games hit 100.  
Or anywhere close.  
Most games got to the 70-90 mark and that's where they stayed.  
The fact that Uncharted 2 hit 105 reviewers was a big deal, very very few games ever hit that.  Galaxy 2 didn't even hit 90.  

But there are a lot more reviewers, that's just how it goes.  One of the Zelda games only had like 19 reviewers.  

This gen 80-100 generally seems to be where the biggest games get reviewed.  

There might be more than 10 games with over 100 reviews, but not very many.
