For a rough estimate:
PSV (according to like 4 different sources) GPU was probably around ~60 GFLOPS.
PS3 is a bit more complicated due to its CPU, but the GPU itself was around ~200 GFLOPS.

(The Vita seems low to me, but that's what I could find.  Though I'm finding different numbers for the PS3.... )

The big draw is that relative to what the PS3 has to render, the Vita can render at a much lower resolution.  The resolution is about 57%  of 720p, and 25% of 1080p.  So to achieve similar graphics on the display only requires about 1/4 - 1/2 the power of the PS3.  
So if you have a 1080p game on the PS3, you should be able to render it pretty closely on the Vita without losing too much on visuals.  It gets more complicated than that for a few reasons (PS3 devs often used the Cell to help with graphics related things, among other things.), but let's call that a reasonable picture.  

The difference here, is that the NX is supposed to about 200-300 GFLOPS(?) without the base.  Somewhere around that range, so about 4-5x the Vita.
