Actually I need 2 PS4 for my second home for week day play and for my first home for weekend play.

Neo will just fit.

regular PS4 users are going to get screwed. PS4 Neo games will have stable frame rate and optimization. regular PS4 games will have choppy framerate and the hardware wont be used to its fullest

Yeah, I'm sure devs and especially publishers will be super eager to fudge their customer base of over 40 million users by optimizing their games for the tiny Neo userbase. Stop this fearmongering.

Eh, I think developers will optimize games for the base PS4 and then scale up the performance for the Neo considering the hardware configuration is the same albeit with a more powerful CPU and GPU.

Now if the Neo has significantly different hardware, i.e. non-Jaguar CPU, more threads per core on top of clock speeds being faster, different RAM configuration, etc., then yes, the regular PS4 users will get screwed. However, that isn't the case.

Fearmongering is close but it's an insult with worse connotations than I think you intended.
