The item has a limited quantity. You have to check the shop regularly and be a bit lucky to find it.

-Click on "Shop" above.
-When you have enough money, under items for sale, there are names to the left and to the right is "buy now".  Buy a stealing thingy.  
-Then below the bank is "my items"
-Type in name of victim
-Succeed or fail to steal money from that user.

There's a time range each day when it appears. I don't know the exact time, but I'm sure you do.

Sometimes but others I just get going and don't even think of it. I understand it's meant in good fun but it's really a pisser when I log in and see hundreds stolen from my account from someone who is already loaded and probably shouldn't even have as much as he does right now considering his lack of activity.

Also, we should really come up with a reason for this whole money thing to even really exist in the first place. Nothing more has been done with it other than the occasional theft.

Also you need to look at it my way. I lost $200 trying to steal from you. So in reality I only got like $43 out of it. I spent more than that on the item I used in the first place. So in reality the only difference after the fact is that you are short a couple hundred. No biggie right?
