Ps4 hardware and software already selling much better than the ps2 in this region so this price cut should have a great effect considering every little greatly helps in these regions.

Everything is always cheaper in the US than most of the ROTW, in regards to electronics at least.
Just take a look at the EU prices: 399 Euros ~ 451 USD. Does that mean we can expect a price drop in EU but not US? Of course not, they need it more in the US.

It could be that Sony thinks the increase in PS+ subs will offset the potential revenue lost from a price cut.
