Because they like paying $60 for what is probably 30 to 40 worth of content and then being asked to pay anywhere from 60 to 130 more to get enough Day 1 content that they should have received for their original payment? Of course this could totally be a Samsonite situation.

I don't think Sony will ever lift an embargo any earlier than 1 day from now on, considering even TLOUR wasn't an exception U4 might not be one either.
They might be trying to reduce the impact of outlier reviews. Nowadays every game out there is pretty much guaranteed to have one or a few 5-6s. the later those get seen, the smaller their effect.
Alien isolation was a good example, embargo lifted early and generally got good reviews, but IGN's 5.9 popped up so early that it was what most people talked about and just marked the game for the remaining days until release.

Yeah, I guess but if reviews are almost unanimously fantastic then I can't see why they'd wait. I get why they'd wait with the order but with Uncharted/ TLOU I think it'd be more beneficial to release the reviews early

it's about consistant policy.  if uncharted is lifted early than the story is "uh oh,. the order's reviews are embargo'd until release day.  they most know the game is terrible and are afraid of reviews".  it's kind of like how nintendo/disney refuse to drop price on things ever even if it's terrible and selling like shame.  start dropping your price on some stuff and people start to expect everything to drop in price.   you have to groom the consumer sometimes.
