we'll see.  i feel like podcast was definatly a deliberate choice.
1. no video means you can't see their body language or make a gif out of them saying something.
2. it's a long format.   whatever they are going to say won't be short and conscience and quotable.  whatever it is they are saying will be spaced out over numerous "paragraphs" of language. 
3. would indicate to me they will spend a time "explaining" or "justifying" their new direction not just stating it.

which all leads me to believe this is not going to be new that xbox fans are going to be cheering about and Spencer knows it.   He's talking directly to the die-hards whom are demanding a response while hoping casuals won't take any notice.   i doubt that we'll even get anything absolutely definitive like "hi fi rush is being ported to ps5".   I imagine it will be abstracts like "we want to reach a bigger audience".

Podcast just means chatting nowadays; it'll still be a video. Here's the last xbox podcast on youtube.

They're probably banking on Phil's likability to sell this to fans. Video can help with that and I agree with your other two points.

i'm reading a lot of chatter that nintendo will do a direct on Thursday and it will include a MS game such as hi fi rush.

1. i'm not buying it until i see it.  that's a componding set of rumors.

2. ..but lets say it plays out exactly how some are speculating.   
  - nintendo does a direct on thursay
  - an MS game is there such as hi fi rush
  - the MS podcast pretty much immediately follows.

say i'm a conspiracy person if you want but if that all happens that I highly doubt MS was actually planning a business update for later in feburary.   this whole thing (including the leaks) would feel very engineered and planned to me.  put the rumors out there in an outlandish way so that when the new hits officially it lands with a thud.
