What played game is the closest to your dream game?

I'm going to post my response in the morning, but wanted to throw the question out there.  


What game that you've played is the closest to your dream game and most importantly how does it fall short?

Gonna go with Watch Dog's Legion, believe it or not.

Ever since Sleeping Dogs I have dreamed of an open world game where any NPC could become a major character. I spent hours in Legion just building my squad and living in the city.

It fell short by not having any dynamic content between people. For example while I was driving I randomly hit and killed the sibling of one of my squad mates. I think the game commented on it, but I wish there were actual consequences. I also once tracked down my character's sister hoping for a custom interaction, but instead it was just a recruitment opportunity.

The game also fell short with obvious shortcuts and limitations of npc variation. I think there were 3 basic gameplay classes and a variety of perks. Everything outside that didn't really affect how a person would function when played. For example I recruited a really rich women with connections thinking it'd be beneficial but it didn't matter.

In general though my dream game is one that reacts honestly to my presence. At every moment the game supports what I'm doing instead of just being flashy visuals over simple code. For example in a recent game I absolutely love, I tried to be friends with a monster. It did not work and it was immediately obvious the game didn't consider that. Yet later on a monster befriended me in a scripted moment. It's fine from a story point of view but from my dream game point of view, I felt punished for expecting more from the game.

I guess it's more of a dream design philosophy than a dream game though. Hapax and Forged Odyssey follow this design philosophy but my true dream game tends to be something like Mass Effect but with this design philosophy.

The closest for me is Skyrim, but I won't say it gets very close.

I love the big open world, there are so many people and objects to interact with.
The big issue is that interaction is still fairly limited.

The controls could be better of course.

Probably Star Wars KOTOR. I loved star wars back then so naturally it's amazing to make your own Jedi for example and the way you could influence the plot felt great. Mindblowing story as well. Just overall so great
