It's hilarious how cloud ports for switch are a legit thing. Still amused by that.

How do these cloud ports work?  Like, are they on the eshop?

They are the regular game from the player's point of view. Just when the game menu pops up it's loading through the cloud.

I guess I should have asked is how to aquire them.  Are they sold?  Pay per minute?  Pay per game?  Just get them at the e-shop?

It differs per game/region, but in general it's just a one time purchase like a regular game. With Control you download from the e-shop for free for a 5 minute demo, and then pay $40 for the eshop "Access Pass" to get the full version.
