Games where almost every npc can be killed/games that lie to the player

The Outer Worlds lets you kill everyone you can reach. I sure didn't play that way but it's cool that you can. All the main missions are designed to keep working.

Do you like when games support this?

On the other hand, do you like fake fights in games? Enemies that can be attacked but cannot die because the story doesn't want that. This includes all fights where the player has to lose to progress. Tlou2 has a moment like this.
Spoiler for Hidden:
Ellie fighting the first bloater. As far as I know, it cannot die. You have to let it attack you for the death animation to start.<br>

I think the second method has become a trope and no longer works. It's much nicer to never feel like you had a chance to kill the person. South Park had a fun joke about this where you could win the fight and the game acted like you lost.

I don't know to be honest.  I didn't realize you could kill everyone in Outer World's.  I think I'll kill the next NPC to see.

Eh.
It's cool from a certain point of view, but it's not important enough to me that I really feel like it adds something to the game.

I think it depends on how it's handled.

I don't remember it being jarring in TLOU, but I might have gotten lucky.

I knew about it in advance with The Outer Worlds, but in general I always try to kill the first citizen I find just to test it haha.

In Assassin's Creed Odyssey I murdered a person right outside my house and felt super bad about it. Expected the game to desync me like the old ones.

I don't care about killing everyone in a playthrough, but I think it's nice to be able to kill specific people. Like in The Outer Worlds if a bad guy is trying to twist your arm, you have the agency to fight back if you wish.

TLOU2 handled it great. I only noticed after seeing other people play that section.
