There seems to be a rumor right now that No Man's Sky will be console exclusive to PS4 indefinitely just like Transistor. The rumor also states that Sony and Hello Games were in active discussion about Sony acquiring the studio but it seems those plans have stalled for now. Yet, Hello Games seems to be working closely with Media Molecule so there may still be a chance that relations improve and a new deal could be made.

The rumor states that Sony worked out a deal to make it that way despite not acquiring the studio.

From what I read (from the devs) it is PS4 first... after that they will release on PC.

No plans for Xbox One yet but I don't think they will miss that opportunity... maybe 6 or more months after PS4 they release on Xbox One.

They will if someone paid them to. When you're the lead platform and outselling your competition the way Sony is and you're negotiating with a studio like Hello Games that has already ran into trouble because their studio was flooded, well then suddenly a nice fat paycheck up front looks even better.
