It's always on.  You need to use the ftb monster launcher.

Well I can't log into it. Haven't been able to since it crashed last night, maybe it needs restarting.

It was very annoying last night, it suddenly lagged to shame when I was in the nether to the point where my fps was about 1. I got killed by a zombie pigman because I couldn't defend myself. Then while my stuff was on the floor the server finally gave up and crashed. I wasn't happy

FTB seems much glitchier than vanilla Minecraft. Either way the server is back up.
