Exclusivity like this makes no sense whatsoever.  

If Steam wanted to do this, they could probably get away with it.  There's a gigantic market that would almost certainly pick it up.  But people wouldn't be happy with it.  

On the other hand, App Store can't pull this off whatsoever.  Even before stuff like this, the market basically doesn't exist.  And the market that's there hates them because of this kind of stuff.

Yeah.
It doesn't benefit gamers, it doesn't benefit IW, it doesn't even benefit MS.  
It literally hurts everyone involved.
