YouTube won't show the differences you want guys :P
For HDR any device except high-end HDTVs will show the difference actually.

For RotR there will be 3 Modes.

1080p Normal Mode: Same graphics/details of OG PS4 with framerate unlocked to > 45fps (target is 60fps)
1080p Max Mode: 30fps locked with graphics/details at max settings.
4k Mode: Same graphical/details of OG PS4 with native 4k resolution.

You choose via pause menu.

Yeah I watched the Horizon video that way on my roommates 4K TV. Looked pretty great.
