Notably, Nvidia is promising that both the Founders Edition and partner cards will be available to buy at launch on July 19. However, given the supply issues surrounding the GTX 1080 and GTX 1070 (and subsequent price jacking by unscrupulous retailers), it might be best to take that promise with a pinch of salt for now.

 
Additionally, Anandtech confirms that partner cards will be available at launch, and only Nvidia will sell FE cards:

NVIDIA has done similar things in the past, though ultimately when they curtain production is entirely up to them. I do wonder how NVIIDA's partners feel about the company competing with them in the etail market, but with NVIDIA charging a significant $50/20% price premium, the partners have a lot of room to play with and improve on the NVIDIA reference design.

I was waiting to update my rig with this, but with my lack of interest in 3rd party titles lately, I don't think I care enough to upgrade.

Really wanting to upgrade my rig and i'm either getting this or the 480 if I want to save money or possibly splurging and getting a 1070 or 1080.  Not sure yet.  Still need to save up some more money though, so it will be awhile.

What resolution are you planning on playing at? If you want 4k, remember the monitor cost, which is decently high and should fall over the next few years.

I'm want to get the 1070, I have a 970 now. And I want to feel that the jump was worth it. But for others the 1060 is probably the best choice for Performance/price.

I'm still rocking a 680 from like 3 to 4 years ago.  Still holds up, but anything I get will be a very big jump for me.

I won't be doing full 4k. I do have an ultra wide monitor which is like 2160X1080(?) I think. I'm mostly getting something upgraded from my GTX 680 to get faster hardware for my Unreal 4 environments I'm working on.

I am not experienced in Unreal 4 so I wouldn't know that, but if the 680 holds up, the 1060 should be fine. I was assuming this was for gaming and that you possibly wanted to increase resolution, and if you are not going above 1080p for gaming, anything above a 1060 is complete overkill.

Not if you're into vr. Even a small bump in in downsampling makes a noticeable difference.

Yeah at this point I'm leaning towards 1060 or the 480 from AMD as they will give a considerable bump in power for working with higher res textures and more geometry and better effects at an amazing price.  Right now I can run a full populated jungle(without fine-tuned LOD's) with fully dynamic shadows at 30fps at 1080p on the 680.  The 1060 plus a much better CPU should get me up past 60fps. But I'm not gonna not consider a 1070 as I would like to go to 4k at some point.

So 1060 to 1080ti?

1080ti shpuld run 4k 60 or really close to it.
