I think it's pretty clear that if Microsoft don't want future square Enix Japanese games like final fantasy or Kingdom Hearts to be ps4 exclusive they'll have to fork out a lot of cash to fund the xbox version.  

In their current subdued move they might not be bothered.  Either way it doesn't matter because 90% of the fans are on Playstation.  And if anything the fact they can put all their resources into one sku is probably better.

If it's a big Japanese game like FF16 or RE7 then an Xbox One version for the West still makes sense to be honest. Because these games will sell enough to justify the cost, even if it is like 20% of the total.

Smaller or mid size games need not bother.

Yeah looking at the chertz (for whatever that's worth) it seems that RE sales on 360 were actually fairly close to the PS3 if you ignore Japan. I wasn't completely serious anyway but I really wouldn't be surprised if SE doesn't bother with an Xbox version of FFXVI assuming that game arrives this gen.
