Don't think it's delayed. Think ms just doesn't care. It's a small title, and not really worth showing off.

It's supposed to come in spring and we've seen nothing of it. And I don't think they'd announce it with a big CGI trailer at E3 if they didn't have any intention of building up hype before the release of this. But I've been a sceptic on this from the start, so who knows.

Yeah I'm pretty sure the game was exactly like Phantom Dust where the announcement was the point, not the release itself. So many people have been duped into thinking ReCore will be a great high budget AAA game even though all evidence points to that not being likely. Once Microsoft pulls back the curtain and reveals the true game, there will be backlash. Best to save that moment till the last minute after attention and focus has died down.
