3 had a very different multiplayer set up than 2.  It's more diverse in setting up, but at some extent this is a fault of the game.  
With 2 everyone starts with 1 of 3 weapons if I remember right and the power weapons are found on the map where every player has a chance to get them.
If 4 was just like 3 but much much better, then it'd kill your idea for multiplayer.

probably to avoid a MCC type of mess. they had limited time and porting over multiplayer would be SO much effort because of all the maps and they would probably need to write new code for the servers. doubt it would have been finished in time. or they just said fudge it, no need to do it and end up with an MCC type of situation. 3 single player games that are around 24-25 hours long is enough value.

UC3's multiplayer was leagues ahead of UC2's.

Yeah true, time is the most likely cause. I'm not complaining at all, I never like playing multiplayer in third person shooters so I wouldn't play it anyway. I'd rather they spent more time perfecting the single player parts than trying to get the multiplayer done in time

UC3's multiplayer was leagues ahead of UC2's.
2 and 3, were very different.  Wouldn't say one was better than the other.  Just depends what you like.
