Should be lowered to 15 minutes of play time. That's enough for most legit returns.

Then have an additional return policy set. 30 days, no limit on play time, but you must call Valve on the phone to do it.

Haha no!

The problem with the current refund system is that it's too easy. "Ok that game was short and mediocre, refund button!" My idea forces gamers to get out phones and talk to real people. Maybe spend 20 minutes waiting for a person. They'd even have to come up with a reason for why they were wanting a refund. Will it still be abused? Of course, but I think the amount of abusers would drop significantly. It wouldn't be worth the hassle for scammers.

Yup. And they're editing the menu interface a lot to make it easier and more intuitive to use. Also adding cool functionality like better tutorials, better party system, more options for viewing games etc
