I would say that impressive is a matter of perspective and this doesn't mean the growth is more than 20% but this is probably a hint from Cosmic

Yep. And the "total is good" suggests that the amount PS4 is above those predictions is roughly equal to the amount 3DS, WiiU and XB1 are below. i.e. PS4 hasn't gone crazy high like the chartz suggested
