Especially during winter.

Well a bigger reason is because it's usually ~5 degrees colder in the basement/lower floor. 

Even with pants, I don't feel very comfortable at colder temperatures.

~78 in the summer and ~65 in the winter.   i try to minimize my heating/cooling needs.   frankly i can be comfortable in many temperatures,.. i just dress appropriately.
