Speaking with The Telegraph, Sony Interactive Entertainment's EVP head of European Business, Simon Rutter explained the situation. "I guess you could call it an expansion and an enhancement to the previous game. i think it is a stand-alone expansion much like infamous second son's "first light" or uncharted's "lost legacy" or TLoU's "left behind"

considering the turn around time (2 years) it is not unexpected to find that this is "lost legacy" in scope.   lost legacy was an amazing game and at a launch price of $40 i don't think anyone can complain about the value either.   

as long as this launches at $40 i think this title is just fine to be what it is.

It almost feels like Sony is figuring they don't need all these games to be 5 year AAA projects.
