If he his referring to the launch of PS5, then it also rules out a 2020 release.
I find that very unlikely.

Unless he means PS5 is releasing summer 2021, I'd assume it could be taken +-6 months.

Year 1: 2018
Year 2: 2019
Year 3: 2020

Late 2020 release feels good to me.
