GPS isn't legal everywhere either, though.

It's still different than space internet. GPS can be made illegal or regulated because countries can make whatever laws they want but it's only a political thing.

Space internet from a purely technical point of view needs to be approved for reach market to make sure it doesn't interfere with other devices.
