It is hard to say because resale helps to buy new games... so I believe some guys only buy games at launch because they can resale after to buy another game at launch.

It can be good and bad for the industry... you can think if there is no resale the number of game bought at launch could be lower and that is bad and these that buy resale games will possible buy few new games.
True, there's always two sides to these things.

Apparently, the PS4 beat the PS3's peak year in Japan according to Famitsu. If only the PS4 didn't do so pitifully in its first year because otherwise, it would be ahead of the PS3 launch-aligned by a lot more...
