Cause Shu runs world wide studios and has a platinum in a very hardcore game. While Spencer plays games, I'm assuming he's only a figure head and the people really running the division are chasing after "what's popular" cause they've probably never played a game before.

Shu is lower than Spencer. Spencer used to have Shu's equivalent job before he was bumped up.

Andrew House is equivalent to Phil Spencer in position.

I'm sure Andrew finished Book of Spells, that has to count .  Who the hell is running MS's internal studios?  Isn't that Phill's job?  Which is what Shu is doing.

Kudo Tsunoda was it for a while but he's working outside of XBOX now. MS switches it up so often I really have no idea. Phill does internal studios too I guess.

The xbox line up has gone to shame.  So many titles don't live up to expectations or have an effect.  Fable,  Scalebound,  project spark canned.  

Gears and halo not having big effects like last gen.  

Recore,  quantum break and dead rising 4 flopping.  

Forza is annual and is milked to death.  

Crackdown taking forever to make. Their line up is so uninspiring.

Looking at timestamps, it's probably due to Americans being asleep. A different group of people were upvoting during that time.
