this kinda reminds me of a few years ago when the luka magnotta thing happened with the video of him cutting up, and sending the pieces to the prime ministeres office.

the video is creepy as fudge, and it really does look like her.   the mom saying it sounded like her gives chills

Yeah it is.  A lot of people are fixating on him sounding weird, but that scream seriously sounds real.  Scary as heck.
Someone on facebook also said it looked like her.

I also feel like that might not have been the only take at that scene,   he may have tried to get the reveal just right.

before it became apparent the luka thing was real, he posted online,  and people figured it was a troll..  after that ill always be hesitant to say fake

I found him. I'm purposefully not linking to the actual videos, but the pictures should be proof enough. He's a small-time actor who appears in a few dark humor sketches from around the same time the "Hi Walter" video was posted. He also doesn't live in Wisconsin.
