Treyarch's games made it to the Wii and DS.  So if there is a chance its with them. 
Think its pretty high despite what it may seem.  They are usually a more diverse launching than the other games.  Plus Treyard is a bigger studio than the others.

I doubt it. Wii and DS COD only worked because of huge install bases and novel game control.

Black Ops II was on Wii U though, as was Ghosts.
In fact Treyarch made the Wii U version of Ghosts.  Though IW made the other versions. 
95% chance BO 3 will come to Wii U.
