He's talking about games with PS4 Pro support and why they decided to go with that specific CPU. A game that's 30 fps on PS4 will not be 60 fps in Pro mode, but the devs can make it have a more constant framerate.

Yeah maybe that's it, but this is still weird to me. He doesn't indicate that the CPU of the Pro runs at a lower frequency in base mode in the interview after all, he just says:

Cerny explains, detailing how the Pro switches into its 'base' compatibility mode. "We just turn off half the GPU and run it at something quite close to the original GPU."

I guess Digitalfoundry will bring the final answer once the time comes.

(b) 4k rendering for everything, 30fps

We added option (b) because a lot of people seem to want it, and it does look really good!

I don't yet know the exact release date for the patch, but it is coming pretty soon, in November sometime. We are now in the process of nailing down all the little details and making sure they are good. As soon as we know the release date I will announce it here.

But the Pro DOES have the same (and better) framerate/Resolution than the PS4.

It has the 60fps 4k upscalled version to meet the requeriments... after that you can give any other option.

What you won't see is multiplayer 30fps games getting 60fps version on Pro because that unfair.

The requirements don't work like that/ shouldn't work like that. Framerate cannot be lower for any mode. I'm not misunderstanding the situation, just strongly disagreeing with it.
