Sure the concept is generic.
But if you ask 10 people what the American Dream is, they are going to give similar but different answers, none of them are going to give word for word the same answer.  
Just like if I ask 10 people to smash their hand on the keyboard, they are going to give different keys.  Two people happen to type exactly the same thing in exactly the same order, is plagiarism.  Any high school teacher would fail you if you turned in something that similar.

Its really a none issue. I didnt see anyway say anything when obama did it.

It's one of those not really so bad things that people make a big deal about it.  Especially in academia.  Where it could basically be a career ending mistake.
There are lots of ways to say it differently.

Ask 10 professional speech writers to write a 5 min speech on the American dream and you'll get 10 identical answers
