Yes.

OT: Looks boring to me. Not a fan of Western, some people on Gaf are speculating this is Dead Don't Ride, which I hope isn't true, I was hoping that that game would give out more of a post apocalypic Akira vibe.

My money's on a VR game. Same dude did concept art for the Luge.

Plus the train is the main focus of every shot. I bet you play on it for the majority of the game IE no need to move.

Seriously doubt it's Dead Don't Ride. Nothing about that concept art says survival horror and that has been the description every time the rumor of what Bend's game is comes up.

With the Luge, it's obvious what it's about, and the perspective is obvious.

The perspective of the last picture is inside the train.  The trains seem to be the goal in all of the pictures. 
The number on the first train looks to be 565, and the second train seems to be 476.  Obviously different trains.  Now, all of the people are probably trying to get something that's on the trains.  (or maybe kill someone who is on the train.) 

I have no idea what the goal of the game is. 
All the pictures seem to be a specific perspective.  One is on the train, one is right next to a man.  The middle one is less convincing to be from a specific perspective, but it could be on top of a roof.  None of them seem to be floating perspectives like some of his other art. 

The names of the images are "Train Crash", "Barricade", and "Train Destroyed".

Horizon

Hoping it is an awesome game from someone like Japan Studio or Studio London but my gut tells me it is concept art for recreational purposes.
