Maybe it's intentional.  It keeps people talking about them and speculating in the off season.  

Anyway I'd absolutely love this to be true.  loved the first WD and the online too,  especially the online Co op missions added with the dlc.  They really need to expand on that.

Anyway, I really enjoyed Watch Dogs, especially the stealth and hacking gameplay so I am up for a sequel in another awesome city like San Francisco.
