What does increasing Arcane and Bloodtinge actually do?

Bloodtinge increases gun damage.
Arcane also increases the damage of some weapons plus it increases droprates.

So I climbed to the top of the tower and the guy with a gatling gun rolled off and I couldn't reach his loot...

Go back to the hunters dream and then back to the top of the tower, the loot will be there.

You go down the sewer to that open place were all those legless enemies are, there you'll take the 2 ladders up until you're out of the sewers. I think you'll have to cross a short bridge then at the end of which you should see a troll, next to the troll is ladder that leads you up to the window of the girl.

Fine mechanic for that, but there should also be areas that just allow good ol 1v1 matches. DS2 did a great job with this.
