I'm starting to feel that Microsoft is gradually shifting their attention and resources away from the XBO to Windows 10.

They should never have made a console in the first place.  What they should have made was a reference PC.  All "Xbox" games will be made to that spec.  Would have killed Steam at the same time (My opinion)

Microsoft would actually be a good 3rd party publisher. They own some of the biggest IPs in gaming like Minecraft, Halo, Gears, and Forza. With Vulkan possibly being a fierce competitor and a platform agnostic API, DirectX 12 isn't enough of a selling point for Windows 10, in my opinion. In addition, because of Vulkan's agnosticism, it makes alternative OS platforms such as SteamOS more appealing, both to developers and consumers. So what better way than releasing your own games exclusively on Windows 10?

That's pretty much it.  Like, there should never have been an Xbox One.  Just a Windows 10 (Windows 8 at the time) box instead.  Though I'm sure Nadella knows this, it's probably why no money is being poured into the Xbox anymore and why everything is getting ported to PC.  Halo 5 will be on Windows 10 sooner than later.
