you have to link the bridges or some shame like that to get the batmobile in different areas i think... i'm still very early in the game myself but it seems as the story progresses more side missions are unlocked. I've rescued 3 fire fighters so far and the last one was brutal as I don't think I should have been in that area fighting enemies because they beat the fudge out of me several times before I succeeded

Nah, sometimes when in the batmobile it's hard to find places.  That's why I'm asking, not that it's required.  
Hmmm, haven't had such issues.  You start on the first island, and on the second island you work to get the batmobile on, and the third island, I've yet to have the batmobile on.

Man, the PS4 version is going to beast extra hard now that the PC version is broken and some people will therefore go for the PS4 version instead

Don't worry about the firemen, you find more while doing other stuff.  That's how it's meant.
