Sure you can, it's his site and he's the one in charge of data.  This is no worse than ISPs giving out sensitive info when the government asks for it without warrant.  Assuming it's his site.  Not sure who runs it.

I think he needs to open the privacy in case of a legal action... so to avoid a legal action he just make a deal with the NPD.

What's illegal is NPD asking for personal information without a warrant.  If they want their information taken out of GAF, that's within their right as copyrite owners.  If they want someone's address, it's against the law.

Not sure how it is in Canadia.  But here in the US of A, the warrant is only needed if they refuse. 

For example, a policemen can come to your door and ask if he can look around.  But if you say no, he must get a warrant, unless he has probable cause.

That's what I'm getting at.  Do your bumping job and protect your users.  Since you're (or someone else) was saying they changed their terms of agreement for this now, it's battleship.  Whoever signed up didn't know.
