That's not what I've heard about it. I've heard it's expected to pass but then the individual rules will be battled in courts for a long time.

Yes. Because cable providers being able to decide who gets more or any bandwidth, what you're allowed to use your internet for, and forcing you to accept being nickel and dimed for things you used to get for one monthly price with no additional fees is totally freedom.
