The ui uses spanish words so we're not looking at a spanish translation, but something specifically made for that market.

There's some videos that are still in English, then there's a TLoU trailer in Spanish.  With the characters speaking spanish.

Hmmm, I'm confuzzled where you come up with your conclusion. 
I was more enthralled by saying it wasn't a game at all.  But rather a live action + CGI video to hype up the event. 
The video talks about PlayStation basically, then we have the name Emagon.  Imagine. 
Rather it seems very possible that the show will be about new ways to play, broadening the horizon for games.  Maybe even a VR segment.  With this video teasing the event about games rather than a game itself.
