Russia's space program has really degraded over the past decade. They never could compete with America even during the 60s, but they were incredibly successful in second place.
Now though I'm not even sure they'll make it to 2031 for the ISS's planned retirement. What the heck will everyone do? US has plenty of new space stations in development but they sure won't want to retire the ISS early. Russia won't be able to dock at any of these new stations and they won't have the ability to build a new one.
Russia was set to drop to 4th place pretty soon as India starts launching humans, but maybe Russia will have to drop out entirely? Only launch satellites.
