They patched it. You can no longer drive the Pelican in the campaign for...whatever reason. halo is graded on the Nintendo curve. anything in the 80's is objectively terrible but "halo/Nintendo".

1. Players fear 343 will make a bad Halo game.
2. Game launches and people think "hey, it's not that bad!" so it gets good reviews.
3. People afterwards realize it's not that good either.

The first 3 Halo games were in the 94-97 range.
And 343 really seems to be struggling to hit those mid 80 scores, delays, launch period issues, etc. And the studio is huge, some 750 people, although they cover more stuff than game development, that's like 3x Santa Monica Studio.
