They tried fixing it but it was too big of a mess.That is basically what happened...
XBOX One X release came around which gave them a financial reason to fix it, and updated Xbox software made the fixes simpler to implement.
They decided not to fix because it was too messed to cover financially at time but now they got more money to work on X port that helped to finances the fixed.
Business decision.
But the guy created a big story with love, most users not affected (not true) and etc
The good news is that owners will finally get the game supposed to launch three years ago... the collection is really amazing.
