These cards are getting less and less power intensive, come with their own fans, and manufactured with smaller nodes meaning the heat is reduced already. The only reason you need to liquid cool a GPU is if you're stacking multiple cards and your case is more enclosed to keep dust out. Buy a 1070. You're actually wasting money buying a hybrid 980 ti.
