Like Legend said.  The CPUs come with fans.  Very rare that they don't.  I haven't had any issues with the included fan. 
Mouse, keyboard, monitor, the optical drive, network card and speakers I already had. 
Mouse, Keyboard can be gotten pretty cheap 20-40$. 
Monitor is going to be somewhat expensive depending on size/resolution.  And you could use your TV. 
Optical drive maybe 20$.
Network card, difficult to find, but may be able to find one for 20$. 
Speakers, 20$ maybe more for better quality.  Less if you know where to look.  If you're using your TV, not an issue. 
As for the OS, that'll probably be the most expensive thing, barring a new monitor. 
Keep in mind those are US prices.

What is every ones opinion on overclocking? Yes or no?

Personally no.  I don't like to mess with stuff.  Not a lot of benefit from it, in my opinion. 
Only real benefit would be extra performance, but at the cost could be big.  You're increasing heat, which can damage parts, you may void the warranty, and there might be weird software glitches.

I will definitely look into building a pc sometime this year if I can get some good deals during holiday this year

Ive always wanted to get a great pc that way I can get all my third party games from there

Sure its much more expansive than a PS four but honestly the amount of money I could save because of the fact that PC games are cheaper is worth it right now a brand new ps four game is seventy bucks here

Ill still buy games like CoD on console because of the community though cause it seems like theres barely anyone playing them on PC

I just mean I want to get something that I will not have to replace in the near future

I do not want to get a mid end GPU right now and then have to replace it in a couple of months

I would rather get something a little more high end so that even in the near future I probably would not have to worry whether or not my pc could run a game

There's really no way around that. We're just lucky PC games are console ports. That delayed things. Like I got myself a Geforce 3 back in the day. It lasted me a year before I had to replace it. It was top of the line when I got it. Like I didn't replace it cause I was in school and switched to laptops for a few years. I built my machine about two years ago with a gtx 560Ti. It's lasted me till now, a little longer than my Geforce 3 did. But that's because I don't game at 1080p on my PC and console ports have been holding PCs back. Though I can run Crysis 3 at max settings at 720p and it's fluid. The situation would be no different if I had a gtx 590. That card shows up at minimum specs now. I'd still have to replace it now either way. Mid-range is always the best option. Always think now when building computers.

560Ti is definitely not obsolete yet. It still runs games at medium to very high (depending on game) at 1680*1050 or 1080p.

You do realize the 560 stopped showing up as minimum spec?  For any cross gen game, it's still useful, but it won't run Unity.  Hell it has trouble running Watchdogs at medium settings at 720p.

Lol never use Ubisoft games aa a benchmark. Specifically Unity runs bad on any system.

The 560 TI came out in 2011.  So 2 years before you had it.  It was barely high end when it came out. 
The 560 TI is what Watch Dogs recommends, either software issues or maybe somewhere else you have a bottleneck. 
The 590 is about the same as the GTX 670 though, so something to keep in mind.

Yeah, with a 970 even, you can't get a 60 fps average on Unity when playing at Medium settings.

Are you being CPU bottlenecked? I know Unity is horrible in that regard.

I haven't played Unity.  I just looked up some benchmarks.

Oh gosh even at max settings the 980 can barely reach 30fps lol.

Monday once the graphics card arrives I'll head off to Microcenter and get a case.

Totalbiscuit has SLI 980's and he still has problems with running Unity lol. He made a video on it.
