He doesn't decorate his body, his body colour came about when Batman knocked him into a vat of chemicals in Detective Comics 27. I also said he wouldn't let Harley put tatoos on him. Though, I still don't see why he would want tatoos. What's the punchline for it?None of that explains why he wouldn't get tattoos.
