A smaller switch seems really hard to design. Joycons force it to be a certain height and the screen forces it to then have the same width. Only thing they could do is put black bars above and below the screen so the width could be decreased but then it wouldn't fit in a dock.
It basically either just needs to be a normal switch with the dock sold separately, or a 2DS equivalent that lacks features. I don't see how they could make a version without detachable joycons though since lots of first party software requires them. Super Mario Party for example can only be played with separate joycons.
