Unvoiced dialogue text vs subtitles, why are they not the same?

In botw, animal crossing, and almost every single rpg without voice acting, conversation work a specific way.

NPCs make random noises while text is written one character at a time. Once the screen is full, they wait for a button press to go on to the next page.

Yet compare that to any game with foreign voice acting and native subtitles.

NPCs make random noises while a full line of text is shown. The next line comes after a set amount of time.


Isn't it kinda strange that both methods have the same goal yet both methods are treated as "just the way it is?" I don't think there are any games without voice acting that use the second and I don't think there are any games with voice acting that use the first.

I guess they have different goals.  Matching audio vs just giving dialogue.  

The difference is funny because for 99% of people there's no real difference.

Yeah logically both methods have different goals but for a player that does not know the voiced language, it's the same thing just done in a different way.


Makes me wonder what is actually best for players.
