Puzzles are already a game on their own. A digital crossword app doesn't need anything extra added to become a video game.
When puzzle games are just puzzles, there is nothing weird about them.
Adding context and stories however gets strange. In Uncharted for example most of the puzzle solving is just like playing crash within the game. The puzzles exist as puzzles for drake, and we are just playing him.
