After 58 years of life he should recognize he's been wrong about his own name. How stupid can people be? "oh the OFFICIAL record of my name is wrong... Let's just ignore it for 58 years"

We all know what official means, right?

Seriously, put yourself in the situation. It's like your birth certificate saying your name is Steven. Then everyone in your life calls you Steve for 58 years. When the time comes, you try arguing that your name isn't Steven but Steve...

It's also literally as simple as going in front of a judge and saying, "I don't like my name Steven. I want to be called Steve"

I can't afford 500$.  And won't be able to for a long while.  It's a "vital record" that I've only used once in my life.
